Yaris servicing problems

You are assuming that the problems have come about as a result of the work done on the car under the recall. While it is possible that you are correct, you cannot be sure until the problems are diagnosed. If the problems are a result of something the dealer has done then they should be responsible for fixing it; if they are not caused by what the dealer did then you would be responsible. First, you need to establish the cause of your problems, and then you can deal with them.

I have not heard of those symptoms so get it to a Toyota dealer and have them run the right diagnostics, not just hit-and-miss stuff.

Which is better for a used car: lower kms or later model?

The car with the lower kilometres can be an attractive proposition, but it's a Cruze and should be avoided as they have a terrible history of unreliability. The Yaris is smaller and it has done more kilometres, but it would seem to be a much better bet.

Yaris recall urgency

Some dealers don't make recalls a priority because there is no profit in the work. In their defence, there can also be a parts supply backlog for a particular recall, though this is unlikely in your case if another dealer can be so prompt with the work.

Small car for city living?

There are still baby cars with five-star safety and, given few trips and tight parking, I would recommend a Mazda2.

Stick to respected brands like Mazda and Toyota. A 2007-2008 Mazda 2 or Toyota Yaris would meet your requirements and would be good reliable cars for your daughter.
