Ask Smithy Xtra 20 km variation in new Jazz

My new Honda Jazz auto suffers up to 20 km/h variation when set at 100 km/h on the freeway. As the speed drops on an incline the auto shifts down two or three gears at once, the engine screams and then accelerates up to 10 km/h over the setting. Is the problem in the transmission or the cruise control?
