Best options for used first car?

The cars you have been looking at are all good, sound and safe ones that have no serious issues to be concerned about and would give you reliable service for many years to come. Note that all of them are from Asia; I would suggest that you rule out anything from Europe. Another to consider would be the Mitsubishi Lancer.

Mitsubishi Challenger: What is the LS, PB or PC?

The PB and PC denote models. The PB was introduced in 2009 and was replaced by the PC in 2015. The LS denotes a variant within the model range.

What's a safe, small car under $15,000?

I wouldn’t recommend the Focus or the Golf, European is not the way to go. The best choices are the Mazda3, Mitsubishi Lancer and the Hyundai i30.

SUV under $40k?

The Tucson gets The Tick from me and rates above the X-Trail, but my first choice is the all-new Kia Sportage.

Mitsubishi Triton: Rust

There have been other reports of rust in the Triton. When Mitsubishi was approached with a similar problem in 2015, the company offered the owner a full inspection and a Mitsubishi representative present and the promise that it would be rectified in line with the company's warranty. On that basis I would suggest you contact Mitsubishi headquarters direct and request similar action on your vehicle.

Reliability of Viva timing belts or chains?

Regardless of the engine work, the Viva is not a good car. For similar money, in a small wagon, I'd go every time for a Mitsubishi Lancer.

Transmission problems in later model Cruze?

We aren't getting reports of problems with the latest model, the reports we have had relate to 2010 models or so. That said, I would be wary of buying the Cruze, the best thing about them is the cabin size. I would go for the Lancer first and Pulsar second, the Cruze a long last.

Best 7-seater under $30k?

You’ll struggle to get a 2013 Kluger KX-S within your budget; you would have to go to an earlier model to find one that fits. You’re right the Kluger is roomier, but thirstier than the Outlander, which would fit within your budget. You say you’re a family of four; presumably two of those are children who might be comfortable in the rear seats. It’s probably a compromise, but it seems the Outlander would be the better choice for your circumstances.
