What is the best tow vehicle to buy?

The GQ Patrol was a tough old bird, but it’s old and buying one now is a gamble. You could consider a Toyota Landcruiser, but again your budget will limit you to an older vehicle and that is always a risk. You could perhaps consider fitting power steering to the XF ute.

Ford Falcon 2004: Heat exchanger problems

As you say this is a known and well-documented problem, one you would hope Ford takes responsibility for. I'm not aware of any class action being taken by owners against Ford over the matter, you are doing the right thing by going to fair trading/small claims for a resolution.
