The Ford star's decision comes just two days before he is due to front an inquiry into remarks he made during the recent Surfers Paradise round of the championship.
Lowndes was hit with two penalties during the third race of the round, which sliced into his series lead.
His subsequent outburst implied stewards were deliberately trying to cut his margin to produce a closer finish to the championship.
Lowndes originally said he would defend his remarks at an inquiry to be held on Friday, on the eve of the Symmons Plains round this weekend near Launceston.
But he has now decided to plead guilty saying his comments were rash but inexcusable.
He says stewards have a tough and thankless task but he does not doubt their integrity.
Lowndes has a 30-point lead over Holden's Rick Kelly and could be hit with a large fine and docked championship points for his comments.
