Kia Cerato 2011: 12v and USB socket not working

I recently bought a used 2011 Kia Cerato SLi. The car's been great in most respects, the only issue is with the 12V socket, which doesn't seem to work, and the USB socket which tries and fails connecting about five times before giving up. All I'm after is to be able to charge my phone, but neither option works. Is this a common problem? Any suggestions?

If you bought it from a dealer and it's still within the time limit of the statutory warranty then take it back to the dealer and request that it be fixed. If you didn't buy it from a dealer, or the warranty has expired take it to an auto electrician and have it repaired.
