Should I stick to the set tyre pressure?

I recently bought a 2001 Ford Falcon AU Series 2. The recommended tyre pressures in the owner's manual are 30 psi (add four if tyres are cold), but I have been of the belief that tyre pressures of 38 psi to 40 psi, subject to load, were consistent with better braking and improved tyre performance, with a small reduction in comfort. Is this correct or just a myth?

I am looking for the best performance-for-dollar new tyres for my car. I have noticed that no matter what brand or price the tyre is, they all have the same generic-looking, square-tread pattern. Should I buy the $130, better-known brand name (Dunlop or Bridgestone) or the $80 brand (Firestone or Siam)?
