Ford Falcon 2006: RTV ute rust

Our 2006 Ford RTV Ute has only done 45,000 km and is generally in excellent condition, but it has some rust in the left and right hand corner panels. It was inspected by a Ford dealer who produced a complete report with photos and submitted it to Ford. The dealer also advised us that we had a valid case for a claim with Ford and once the approval was received they would be able to commence repairs. I was told we could expect an answer within a week, but they are still waiting for Ford to come back to them. I have also contacted Ford's customer relations people and was advised that this matter was being handled by the warranty department and they were unable to transfer my call or take a message and that we should be patient. I believe we are getting the runaround and it should not take nearly three weeks for an approval like this. We are deeply concerned with the rust issue as a vehicle that is just over three years old should not have an issue like this. We bought the ute in 2009 and the RACV report we got did not indicate there was any rust. A private independent panel beater has also advised us that the vehicle has never been involved in an accident. What should we do?
