Is ford stalling the recall?

MY FORD dealer tells me Ford has not provided them with the new parts for the Territory hose recall, so they will keep our details and ring us when they have them. Do we name this a ``Claytons'' recall? When car sales are stalling, you would think you would want to protect your market share by treating customers properly and attracting return business. Obviously not.
