Why does RMS register a car by production date?

Why does RMS register a car by production date? I purchased a brand new 2019 Hyundai Elantra Sports Premium sedan. It has only been out one week when I bought the car. However, the production date started on 9 November 2018 and the completion date was late February 2019. The 2019 model with all the 2019 differences to the 2018 has only been out two weeks. Yet RMS register it as a 2018 car even though it’s a 2019 model and also now my insurance company is insuring it as a 2018 model.

5 Apr 2019They’re not really interested in the specific model, just when it was built. If it was built in 2018 that’s what it will be registered as.
