Toyota LandCruiser: tow-bar reduction

I BOUGHT a 200 Series Toyota Landcruiser for the sole purpose of towing. The car came with factory-fitted tow pack and bar, but the tow bar is too high. The front axle of my float is almost off the ground and the back axle takes the weight. The dealer said it couldn't help. Two towing specialists said the solution was a weight-distribution hitch with adaptor, which costs $1000. Is there another solution to this problem -- one that won't cost me an arm and a leg?

I UNDERSTAND you can get a height-adjustable tow tongue that slides into the Toyota square tube receiver. Hayman Reese, I am told, makes one. There's no need for weight-distribution bars unless the tow-ball weight is excessive.
