Ford Falcon: Power steering shuddering

I DRIVE an ED Ford Falcon sedan and there is a shudder in the steering when turning from lock to lock while the car is stationary. Should the fluid be changed and would it make a difference?

Like all oils and fluids, the power steering fluid goes off in time. Power steering fluid works quite hard. I would have it changed and the system flushed at the same time.
