How are suspensions fine tuned?

Time and time again I read new car reviews which mention the 'suspension and ride and handling have been fine tuned here to suit local conditions.' What exactly are they "fine tuning?" I didn't think suspension is something that can be tuned. Is this simply a saying for changing the stiffness in springs and/or shock absorbers from those in use in Asian markets? If so, I consider that more of a revamp than fine-tuning. Or is it more simply using different tyres?

Call it what you will fine-tuning a suspension is taking a car’s suspension and altering it to suit certain road conditions. There are many things that can be done to make it more suitable for the conditions it will be used in. It could mean changing the spring or shock absorber rates, springs and shock absorbers are part of the suspension after all, it could be changing suspension bushes for firmer of softer ones, it could be changing tyres or tyre pressures, it could be changing the wheel alignment.
